Answering your questions about Azure Marketplace
Anyone with an Azure billing ID can purchase Azure’s multi-party private offers (MPOs) , which allow buyers to negotiate customised offers with Phoenix and multiple vendors. MPO sales are suitable for customers who have an Enterprise Agreement (EA) or Microsoft Customer Agreement (MCA).
Purchases are billed through your Azure account. Payment terms can include subscription fees, pay-as-you-go pricing, or usage-based billing, based on the product you select. Depending on the agreement type you have, you will be billed directly from Microsoft, or Phoenix will manage the billing.
